In short
Prepare-Observe-Move — the routine for pulling away from a stationary position.
POM is the routine for moving off from a stopped position: Prepare (clutch up to bite, hand on handbrake), Observe (full all-round observations including the right-shoulder blind spot), Move (release handbrake, pull away smoothly).
Skipping the observation step is one of the easiest test fails — examiners watch for the over-the-shoulder check, not just mirror glances.
