In short
A sign prohibiting right (or left) turns on a red light, typically at busy intersections.
By default in most US states, you may turn right on a red light after coming to a complete stop and yielding. 'No turn on red' signs override this — you must wait for green.
New York City prohibits right-on-red unless a sign explicitly allows it. Some other major cities follow similar rules.
