A learner's permit is the first stage of US licensing. It allows you to drive only with a licensed adult passenger (typically 21+, sitting in the front passenger seat). Most states require a holding period (3–12 months) before you can take the road test.
You get a permit by passing the written/computer permit test at your state DMV.
