In short

A walk-around check of the vehicle's lights, signals, and controls before the road test starts.

Some state DMVs (Texas, North Carolina, others) require a pre-trip inspection at the start of the road test. The examiner asks you to point to wipers, headlights, brake lights, signal lights, parking brake, and explain how each works.
