In short

The second stage of a US driver's license — granted after passing the road test, with restrictions.

A provisional license (or intermediate license) is granted after passing the road test in most states. Restrictions vary but commonly include: no night-time driving, no teen passengers, no use of mobile devices.

After a holding period (6–12 months in most states) and clean record, the provisional becomes a full unrestricted license.
